State-owned Asset Investment Co., Ltd of Shandong Yangxin Economic Development Area, established in 2006, has registered capital of RMB 80 million, and mainly makes budget audit, investment, management, development and operation of infrastructure facilities projects in the development area.

III. Project contents and construction capacity

Electronic Information Industrial Park has planning floor of 550 mu and building area of 300,000 m², and mainly develops high-tech industries with electronic information as main. The first stage builds 12 standard factory buildings, standard factory buildings are designed as frame structures, single body buildings of general workshops have 2, 3 or 4 layers, average building area of single layer is about 2,600 m², and are available for selection by different electronic factories.

IV. Project construction conditions

At present, project construction area has complete water, power and communication facilities and flat fields. #1-7 standard factory buildings with total investment of RMB 56 million are built, comprehensive service center that uses investment of RMB 48 million by BOT mode is completed, and 3 electronic enterprises, i.e., Tianjin Zhonghuan, Trui Electronic and Jinxin Chenqi, stay in the park.

Shandong Huaxing Semiconductor Company is high-tech enterprise under Inspur, has registered capital of RMB 300 million, and is leading design, research, development and encapsulation test enterprise of memory and relevant chip in China. In May 2009, the company purchased Germany Qimenda China Research and Development Center, started to design large capacity dynamic random memory (DRAM) chip, made scale production sales of the product; in 2010, it start research and development of super-high speed storage control S0C chip; in 2011, the company  invested to build chip encapsulation test production line with domestic leading level in Jinan.

III. Project contents and construction capacity

The investor and Shandong Huaxing Semiconductor Company cooperate to build design, research, development, production and manufacture base of 1 billon piece/year middle and high grade chip in construction land of 325 mu, which is reserved for Shandong Huaxing by Jinan Comprehensive Bonded Area. The first stage is planning to build high grade integrated circuit encapsulation test factory building and auxiliary building of total 46,000 km², and to build chip design, research and development center and 300 million piece/year high grade chip scale encapsulation test production line, or to make technical support and technical research and development cooperation.

IV. Project construction conditions

The project is located in Suncun Area, and has prefect infrastructure facilities, and the first stage of base is put into operation.

The industrial park has planning area of 5,000 mu, needs total investment of RMB 15 million, and finishes construction within 5-8 years, wherein the first stage of project has floor area of 1,000 mu.

The project passes primary evaluation by Linshu County Investment Promotion Evaluation Office and evaluation by Linshu County Evaluation Committee, finishes project site selection, reaches supplies of various auxiliaries such as water, power, gas and road, has funds, and has construction conditions.

Pingdu Economic Development Area is provincial development area approved by Shandong Provincial People’s Government in December of 1992, and is located in the east of urban area of Pingdu City. It was listed as provincial development area mainly supported by the provincial government in 1998, evaluated as model provincial development area for consecutive 7 years, and awarded as “development progress prize of development area” of Shandong Province in 2005 and 2006. The development is member of Shandong Development Area Association and China Economic Development Area Association. It takes the leading in passing ISO14001 environmental management system authentication in provincial development areas of whole Shandong Province, and is awarded as “Qingdao Green Industrial Park”.
